Identify an existing Imphal Municipal area of not less than 250 acres and introducing a plan to include all aspects of a Smart City.

Identify an already built-up area not less than 25 acres and redraw a totally new layout with enhanced structures using mixed land use policies and to increase density of liveable areas.

Identify a previously vacant area of not less than 125 acres through Urban Development Authority and introduce most of the Smart Solutions using innovative planning, plan financing and plan implementation tools (e.g. land pooling/ land reconstitution) with provision for affordable housing, especially for the poor.
